The Bay of Colwyn Town Council
The Bay of Colwyn Town Council represents a small area of the county, covering Rhos-on-Sea, Colwyn Bay, Upper Colwyn Bay and Old Colwyn. It has legal powers to deliver some services to the local community, but fewer duties than the County Council.

Colwyn Business Improvement District
Colwyn Business Improvement District (BID), a not for profit social enterprise was established to support businesses in Mochdre, Rhos on Sea, Colwyn Bay and Old Colwyn.
Colwyn BID is funded by the eligible rate-paying businesses within the BID area. The BID aims to directly involve local businesses in activities and work in collaboration with local authorities to improve the local trading environment.
